What are the width, depth and height of the room? If it is "L" shaped or under the stairs, please provide details.

Is there base board in the room?

Where are the light switches and electrical outlets? Measure from a wall and from off the floor.

Are there wall scones and ceiling lights. Where, exactly, are they located?

What is the finish floor type? (Wood, slate, brick paver, concrete, etc.)

What is the finish wall type? (Painted sheetrock, concrete black, plywood, plaster, stone, wood planks, brick, etc.)

Where is the door (exactly) and what direction does it swing? How wide is the door casing?

Are you using a climate control system for this area? If so, what type / size / brand are you using? Where is it located? Measure from a wall and the floor.

Which walls will have wine racks?

Provide additional notes about the room that you think would be helpful to us.

Do you currently have a wine collection? How many bottles? What type of wine? What format bottles (magnum, 750, splits, large format, wood cases, etc?)

How much room growth do you want?

Will this be a climate controlled room or a passive wine cellar?

Do you intend for the wine cellar to be an entertaining area, a functional / utilitarian space or somewhere in between?
